4:00 PM: Todd Mason, DPW Road Manager

At 4:05pm, Selectboard Chair Charig Bliss made a motion to enter into non-public session under RSA 91-A:3,II(a) to discuss a personnel matter. The motion was seconded by Selectwoman Day. On a roll call vote the Selectboard voted 3-0 to enter into non-public session.

At 5:37 the Selectboard voted 3-0 on a motion by the Chair and a second by Selectman Marshall to enter into the public session. While in the public session, the Chair made a motion to seal the minutes. The motion was seconded by Selectman Marshall and passed on a vote of 3-0. It was noted for the minutes that the Selectboard would review the DPW salaries for the 2020 budget. It was also noted that DPW would be moving forward with an applicant in the hiring process for the DPW Roads crew.

5:30 PM: Public Forum

At 5:37pm, it was noted that there were no public present for the public forum.

5:40 PM: Selectboard Work Session

The Selectboard discussed with Mr. Mason the DPW fleet and the Capital Improvement Plan (CIP). It was noted as a question that the 6-wheel Freightliner dump truck does not appear on the CIP plan. Mr. Mason explained that the truck should appear on the CIP and that staff had received quotes. The truck was not due until 2021. He explained that there have been some expensive maintenance and repairs to the vehicle this year, which is ten years old.

Mr. Mason stated that originally the CIP called for replacement of the Ford F250 in 2020, but that truck is in good shape and does not need to be replaced this coming year. He stated that the department has a need for a trailer, which would be used to tow materials and small equipment to job sites. The Selectboard discussed trailer options in detail. Mr. Mason explained that to tow the backhoe or loader would require a very large trailer and that would need to be towed by the dump truck. The trailer that DPW is looking at is in the $4000-$5000 range.

The Selectboard examined the DPW budget and noted that the budget will be close at the end of the year. It is unlikely that there will be left-over funds from the budget to appropriate for a trailer. The Selectboard stated that they would prefer to wait until the end of the year to see if there are funds in the larger budget, or, wait until next year for such a purchase. The Selectboard thanked Mr. Mason for his time.

Next the Selectboard took up a discussion on the Meeting House project. It was decided that the Board would hold a work session meeting on December 2nd at 1pm and that the Board would focus on the LCHIP building assessment and discuss the potential for bonding projects.

Adjournment

At 7:15 pm Selectman Marshall made a motion to adjourn the meeting; the motion was seconded by Selectwoman Day. The motion carried 3-0.
