Selectboard’s Minutes

Tuesday, November 27, 2018 – 4:00 PM

4:00 PM

At 4:05 pm, Chairman Marshall opened the meeting. In accordance with the public meeting notice, the Chair made a motion to enter into non-public session for the purpose of interviewing candidates for the Fire Chief position as outlined in RSA 91-A;3 IIa. The motion was seconded by Selectwoman Day. On a roll-call vote of 3-0 in favor, the Board entered into non-public session.

At 7:03 pm, on a motion by Selectwoman Charig Bliss and a second by Selectwoman Day, the Board voted 3-0 to exit the non-public meeting. While in the public session, Selectwoman Charig Bliss made a motion to seal the minutes according to RSA 91-AIII, to preserve the effectiveness of the Selectboard’s hiring process and deliberations. It was noted that no decisions were made and that the Board would revisit the hiring process on November 29th in another non-public session.

7:12 PM: Selectboard Work Session

At 7:12 the Selectboard entered into a brief work session.

The Selectboard reviewed the Wilton Ambulance proposal and addendums to the Intermunicipal Agreement. After review of Addendum A, which provides indemnifications and includes Greenfield to the original agreement enjoying the same privileges and rights as the Towns of Lyndeborough and Temple, and,  Addendum B, which outlines the cost of services, the Selectboard noted the following:

  • that Town Counsel has signed off on Addendum A and considers it suitable for its purpose (of joining of Greenfield to the Intermunicipal Agreement),
  • that legal counsel for Primex, the town’s insurance provider, has signed off on the indemnification language and the insurance provisions in Addendum A,
  • and that Addendum B outlines a share of the cost for each of the towns, including a dollar figure of $60,665.60 for the Year 2019.

The Chair noting that appropriate due diligence has been accomplished and everything appears in order, motioned to accept the Town of Wilton/Wilton Ambulance proposal and to have the Selectboard sign Addendum A and Addendum B, with service to begin effective January 1st, 2019. The motion was seconded by Selectwoman Day. On a vote of 3-0 the Greenfield Selectboard voted in favor of accepting the proposal. The Selectboard signed Addendum A and Addendum B (4 copies).

The Selectboard reviewed a proposed increase to the Peterborough Fire and Rescue’s Ambulance Cost of Service received from Peterborough on October 30th. After a discussion about the cost of the service, the Chair made a motion to notify Peterborough that the Selectboard does not approve of the cost increase pursuant to Section 5.1 of the ambulance agreement between the Town of Greenfield and the Town of Peterborough. The motion was seconded by Selectwoman Charig Bliss. After a brief discussion, in which it was noted that according to the terms of the contract, such a vote will result in the contract ending on January 1, 2019; the Selectboard voted 3-0 in favor of the motion.

Next the Selectboard reviewed a letter from SchoolCare, the town’s health insurance provider. The letter indicated that costs have decreased slightly for 2019. The Selectboard welcomed the news.

At 7:21 pm Selectwoman Charig Bliss made a motion to adjourn the meeting, the motion was seconded by Selectwoman Day, the motion carried 3-0.
