Selectboard’s Minutes

Tuesday, May 01, 2018 – 9:30 AM

Selectboard: Chair Robert Marshall, Selectwoman Margaret A. Charig Bliss, Selectwoman Karen Day 

Staff: Aaron Patt, Town Administrator; Brian Giammarino, Police Chief; John Quigley, Officer

Attys: Barton Mayer, Town Counsel for Greenfield; Eric Wilson, Counsel for Officer Quigley

9:30 AM: Public Session

At 9:30 am, Chairman Robert Marshall opened the meeting.  Chairman Marshall noted that there was no request from Officer Quigley for a public meeting and then received confirmation from Officer Quigley that this was the case. Chairman Marshall indicated that the proceedings would be held in non-public session under RSA 91-A:3, II, A. The Chair read section II, a of RSA 91-A:3 aloud. Selectwoman Day made a motion to enter into non-public session pursuant to the RSA. The motion was seconded by Selectwoman Charig Bliss. On a roll call vote of 3-0 the Board voted to enter into non-public session.

At 1:15 pm, the Chair made a motion to exit non-public session and Selectwoman Day seconded the motion. On a vote of 3-0 the Board entered into public session. While in the public session, Selectwoman Charig Bliss made a motion to seal the minutes of the non-public hearing and the subsequent deliberations of the Board, in order to preserve the reputation of the individuals discussed, and prevent rendering actions of the Board ineffective. The Chair seconded the motion. The vote was called and passed 3-0 in favor.

Adjournment

The time being 1:20, Chairman Marshall motioned to adjourn; Selectwoman Charig Bliss seconded and the vote was unanimous 3-0.

The minutes are final when approved and signed by the Selectboard. A signed copy is on file in the Selectboard’s office.
