Selectboard’s Minutes

Tuesday, June 13, 2017 – 5:30 PM

5:30 PM: Public Forum

At 5:30 pm Chairwoman Charig Bliss opened the meeting. It was noted that there were no members of the public in attendance during the public forum period. The Selectboard began working through the Consent Agenda.

The Chair motioned to accept the Consent Agenda. Selectman Marshall seconded the motion. The motion passed unanimously 3-0.

5:45 PM: Chief Fred Douglas and Craig Morrocco – Police Chief Search Committee

At 5:45 pm, Francestown Police Chief, Fred Douglas and former Fish and Game Lieutenant, and Division Chief, Craig Morrocco met with the Board to discuss the need to establish a search committee for a new police chief for Greenfield. Chair Charig Bliss welcomed both men and opened the discussion with an outline of Police Chief Brian Giammarino’s upcoming retirement. During discussion it was noted that both of the law enforcement officers have considerable hiring experience with law enforcement personnel. Mr. Morrocco was the past Chair of Greenfield’s search committee, which ultimately hired Chief Giammarino. Chief Douglas was previously with the Town of Milford for 34 years and has been on many police chief search committees for neighboring towns, and for a professional placement company. A discussion followed regarding the practical aspects of creating a search committee. The cost of using an outside firm was discussed and it was agreed that Greenfield could undertake its own search. Next the Board discussed the activity level in the police department and questioned whether the department should look for an outside police prosecutor, or whether a new hire could continue to prosecute the department’s cases.

The components of the application, job description, and notices were discussed. The size of the panel was discussed and the Selectboard agreed that a maximum of 5-7 individuals was appropriate.

A discussion on the job description and minimum qualifications was held. Chief Douglas recommended that the Selectboard reach out to Primex for examples of some of the details required for the search, such as example job descriptions, postings, and standards of conduct.

The meeting with Mr. Morrocco and Chief Douglas ended at 6:45 pm.

At 6:50 the Selectboard opened a work session.

A discussion was held regarding a recent letter received from the Department of Revenue addressing the legislature’s bill to allow municipalities to ratify the results of Town Meeting’s that were postponed due to weather, earlier in the year. It was noted that this was the second letter on the subject. After discussion the Selectboard reached a consensus that a hearing to ratify the results of the 2017 Town Meeting would alleviate any additional questions from the Department.

Selectman Atherton leaves the meeting at 7:19pm.

The Board discussed meetings with the Departments on a quarterly basis starting in 2017.

Next the Board discussed the question of having an incentive/recognition program that would provide some recognition of exemplary achievements or growth by employees.

Adjournment

The time being 7:55 pm, Selectman Marshall moved to adjourn. The Chair seconded. All were in favor, and the motion carried 3-0. The meeting adjourned at 7:55 PM.
