5:30 PM: Public Forum

At 5:30 pm Chairwoman Charig Bliss opened the meeting. It was noted that there were no members of the public in attendance during the public forum period. The Selectboard began working through the Consent Agenda.

Chair motioned to accept the Consent Agenda. Selectman Marshall seconded the motion. The motion passed unanimously 3-0.

5:45 PM: Carol Burgess, Recycling Center Supervisor

At 5:45 pm, Supervisor Burgess opened a discussion with the Selectboard regarding the disposition of various types of large metal pieces that have been stockpiled at the top of the hill behind the center, for many years. Supervisor Burgess explained that she has consulted with DPW and the metal does not hold any interest for their department. As such Supervisor Burgess notified the Board of her intent to sell the metal to bring in revenue for the town. As part of the discussion it was noted that several large girders were inspected and deemed unusable due to their age and misshapen condition.

Next Supervisor Burgess discussed the advertisement for an On-Call Recycling Center Operator. There have been no applicants for the position, which was advertised to help cover vacations and other leave time (trainings, sick time, etc). In the very near future the advertisement budget will be completely spent for the year without any applications. The Selectboard discussed the labor market. It was noted that in neighboring towns, Saturday shift coverage requires payments of $20.00 an hour, which is much higher than Greenfield can pay for even a permanent part-time candidate. With the low un-employment rate, there are very few candidates for certain positions, and the Recycling Center is a fast paced environment. There followed an extensive conversation about part-time coverage and past experiences with candidates in previous years. The conversation concluded with the Selectboard discussing the ability to cross train employees and raising the question as to whether there could be a combined full-time DPW/Recycling Center position.

6:50 PM: Selectboard Work Session

At 6:55pm the Selectboard reviewed a request from a resident in Francestown to place signs at the Town line and a sign on the common promoting the “Francestown Town Wide Yard Sale”. The Board agreed and provided parameters to be sent with the approval.

Next the Selectboard discussed progress to date on the LCHIP grant application. Ninety percent of the application is completed. There is a need to update certain sections but overall the application process is on track.

Next the Selectboard received several updates from Selectman Marshall, including an update on the Library Foundation project, which is starting in the next few days.

Next the Selectboard discussed signage on Slip & Gulf Roads; Signage on Dodge Road, and speed limit signs on Old Bennington Road.

The Selectboard discussed the Proctor Recreation Area Town Forest and determined that some follow-up by the Sportsmen Club or the Town Forest Committee, with legal counsel may be helpful regarding the Town forest; a map of the Town Forest with its boundaries delineated may be of interest as the footprint does not comprise the whole of the Savage Road property.

Adjournment

The time being 8:45 pm, Selectman Marshall moved to adjourn. The Chair seconded. All were in favor, and the motion carried 3-0. The meeting adjourned at 8:45 PM.

The minutes are final when approved and signed by the Selectboard. A signed copy is on file in the Selectboard’s office.
