Tuesday, May 16, 2017 – 5:30 PM

5:30 PM: Public Forum

At 5:30 pm Chairwoman Charig Bliss opened the meeting. Catrina Mamczack came before the Selectboard to discuss Greenfield baseball during the public forum. A discussion about Greenfield’s participation in the Cal Ripken program followed. Greenfield has enough players to have its own Rookies team this year. Ms. Mamczack asked if there was any equipment for Greenfield players. The Board explained that they have been working with Rich Scheinblum of ConVal Cal Ripken and directed her to speak with him about the Cal Ripken program and equipment. There followed a discussion about the Oak Park baseball field. Cal Ripken has been using the fields in Peterborough for games; Ms. Mamczack asked if Buildings and Grounds Manger McQuade would be able to help clean up the baseball field so that the Greenfield players could use it for practices this season. The Board agreed that this is good idea and promised to see what could be done at Oak Park baseball diamond.

The Chair motioned to accept the Consent Agenda. Selectman Marshall seconded the motion. The motion passed unanimously 3-0.

6:05 PM: Brian Giammarino, Police Chief

At 6:05 pm, Chief Giammarino was welcomed to the meeting by the Board. At the request of the Chief, Chairwoman Charig Bliss motioned to go into a non-public session to discuss two issues, a resident issue and a personnel issue. On a motion under RSA 91:A II a & c the Board voted on a roll call vote to enter into non-public session. The motion was seconded by Selectman Marshall. The vote was called and each selectboard member voted ‘Aye’. The motion passed 3-0. At 6:35 pm the Selectboard voted to enter into public session. It was noted that during the personnel portion of the discussion the Selectboard had been presented with a letter of retirement from Chief Giammarino effective September 1st, 2017. The Board accepted the letter and thanked Chief Giammarino for his long tenure of exemplary service in Greenfield.

6:35 PM: Selectboard Work Session

At 6:35 the Chair moved to enter into a Work Session. Selectman Marshall notified the Board that he would be absent for most or all of the next meeting on May 23rd. A request for a meeting by Fire Chief David Hall was requested moved to the 23rd. The Board then discussed a number of business items as follows:

  • the Spirit should be put on the agenda a month before its due date.
  • a recent application of crushed stone based gravel on Cornwell Road was working well. 
  • the need for an employee appreciation plan that could include an appreciation day and one-time incentives.
  • the idea of cross training personnel to ensure that critical functions can continue in the face of sickness, or other absence.

The Selectboard discussed the need for a process to hire a new police chief. A discussion about appointing a panel of police chiefs / law enforcement leaders, as well as residents as panelists was discussed. The need for a police chief job description was discussed. The Board requested that examples of police chief job descriptions be provided for review.

Adjournment

The time being 8:05 pm, Selectman Marshall moved to adjourn. The Chair seconded. All were in favor, and the motion carried 3-0. The meeting adjourned at 8:05 PM.

The minutes are final when approved and signed by the Selectboard. A signed copy is on file in the Selectboard’s office.
