Selectboard’s Minutes

Wednesday, January 29, 2020 – 1:00 PM

The meeting was called to order at 1:00pm.

Selectwoman Day asked the Selectboard to consider putting the Elderly Exemption income limits on the Warrant for Town Meeting. A discussion followed. The Selectboard reviewed the Elderly Exemption limits for surrounding towns. Selectman Marshall read the limits from several of the surrounding towns ranging from Marlborough to Peterborough. The Board discussed Greenfield’s income limits and reached a consensus that the limits for Single and Married applicants is too low given the changes that have happened since the original article was passed (1998). The Selectboard took up a discussion on income limits and Social Security income for Single and Married households. At the conclusion of the discussion the Selectboard agreed to put forward a Warrant Article asking the town to change the Single income limit from $19,000 to $25,000 and the Married limit of <$27,000 to <$33,000.

Next the Selectboard took up a discussion on the status of the three quotes that are in process for a 2020 6-Wheel Dump Truck, which is slated to be placed on the 2020 Town Warrant. The DPW department has collected two quotes and a third is on its way. There is no information on trade-in value for the town’s 6-wheel Freightliner dump truck. The Board agreed that they would need all of the information for Thursday the 30th, in order to make a decision to include a specific dollar amount in the warrant prior to February 5th Budget Hearing.

Next the Selectboard looked over Backhoe quotes from Caterpillar and John Deere. A third quote on a CASE backhoe is coming from another vendor. The Board examined the documents and discussed the town’s need for a tilt bucket for ditching, and an extendable dipper stick (‘extendahoe’) feature. DPW provided guidance that a hydraulic thumb was also a requirement for a new backhoe.

Next the Selectboard reviewed a draft 2020 budget and agreed to review the updated budget and a draft warrant at their next meeting.

At 3:30 pm Selectman Marshall made a motion to adjourn the meeting; the motion was seconded by Selectwoman Day. The motion carried 3-0.
