The meeting was reconvened at 2:30pm by the Chair. The Selectboard met with DPW Road Manager, Todd Mason and discussed the 2020 five-year Gravel Road Plan.  Mr. Mason and Mr. Morris provided an updated spreadsheet outlining the five-year plan, which visits every gravel road in town during that period. A discussion followed regarding the cost of gravel and the amount of funding in the gravel road Warrant Article ($50,000). The gravel is $10.00 a yard plus an additional fee for the trucking. At the conclusion of the conversation it was agreed to use $12.00 a yard for budgetary purposes. The Warrant Article will provide for approximately 3” of gravel the entire length of each road, unless the plan designates only a portion of a road per year. The spreadsheet will be updated with this budgetary amount. Selectman Marshall outlined the need to have a public hearing for tree trimming on gravel roads, and urged the DPW department to schedule the hearings early in the year. Mr. Morris outlined the use of the grader for ditching and the time it takes to grade all roads in town as part of the normal maintenance program. A discussion on utilizing a contractor with a smaller grader to grade the track at Oak Park was held. A suggestion, previously provided by Mike Merzi, to have a contractor with a large grader cut the high-traffic roads early in the year, was discussed. It was unclear if there are any such contractors available. At the conclusion of the meeting, the Selectboard agreed to have the spreadsheet updated and the plan posted to the website.

At 4pm. the Selectboard took up a conversation about COVID-19. A Pandemic/Epidemic policy was reviewed. The discussion covered alternate service schedules, employee coverage, priority services (not including emergency services) and the possibility of closing facilities.

At 4:45pm, Emergency Management Director David Martin met with the Selectboard to discuss Town Meeting and the impact of COVID-19. A discussion followed, which covered topics related to COVID-19 and advice from the Centers for Disease Control (CDC) . Signs were requested and sanitizer will be made available at the polls. A discussion on whether to give each voter their own pencil to take home was suggested, followed by a suggestion that the pencils and pens be sanitized on rotation. After a voter uses a pen or pencil they can bring it to the end of the line and place it into a box for cleaning. Other ideas were discussed regarding hand sanitizer, washing of hands, supplies needed, and the need to disinfect the polls the next day.

At 5:47 pm Selectman Marshall made a motion to adjourn the meeting, the motion was seconded by Selectwoman Day. The motion carried 3-0.
