Thursday, October 05, 2023 – 5:30 PM

5:30 PM: Public Forum

The Chair opened the meeting at 5:30 pm. The Board began signing documents on the Consent Agenda.

5:45 PM: Dr. Andra Hall, Girl Scouts

The Chair welcomed Library Trustee Chair Andra Hall to the meeting. Dr. Hall discussed having the Girl Scouts provide a Veteran’s Day program at the Greenvale Cemetery in November and possibly renting the Meeting House for an indoors event. Dr. Hall would like to know if the Selectboard would consider sponsoring the event to coordinate several outside groups including the Friends of the Greenfield Community Meeting House and Reverand Dan Osgood. The Board agreed to sponsor the program through the town recreation department and stated that they would let the Recreation Director know. Dr. Hall thanked the Selectboard for their support.

6:00 PM: Karen Fitzgerald, FitzDesign

At 6:00, the Chair welcomed Karen Fitzgerald to the meeting. Ms. Fitzgerald outlined her background designing parks and playground areas. Ms. Fitzgerald is from Francestown and knows the area and knows Oak Park. Selectman Parker outlined the Board’s interest in a Master Plan design for the park. The Board and Ms. Fitzgerald discussed the potential for a cohesive planning project complete with public input sessions and public outreach. At the conclusion of the discussion, Ms. Fitzgerald agreed to present an Oak Park Master Plan proposal for the Board to review. The Board thanked Ms. Fitzgerald for her time.

7:00 PM: Friends of the Greenfield Community Meeting House

The Chair welcomed Ray Cilley, Lenny Cornwell, and Sheldon Pennoyer to the meeting. The Board and the Friends discussed the upcoming grant round of the CDFA forgivable loan program, which the Friends are coordinating with Southwest Regional Planning Commission. A discussion followed and the Selectboard requested that SWRPC provide some feedback on how Greenfield can strengthen the grant application. Mr. Pennoyer indicated that he would reach out to the SWRPC contact to discuss the grant application. The Selectboard requested that SWRPC provide a copy of the grant application so that the Board could review the terms of the loan.

Mr. Pennoyer provided an update on the attendance at the Oktoberfest. At the conclusion of the meeting, the Board thanked the Friends for all of their hard work.

The Selectboard reviewed the Consent Agenda. On a motion by Selectman Bascom and a second from Selectman Parker, the Board voted 3-0 in favor of accepting and approving the Consent Agenda items.

The Selectboard reviewed the annual deed list from the Tax Collector and provided their thoughts on the short list of properties. The Board took no action on the list and indicated that they would look forward to discussing the list with the Tax Collector.

There being no further business, the Board voted to adjourn.

Adjournment

At 8:35 pm, Selectman Bascom made a motion to adjourn the meeting; the motion was seconded by the Chair. The motion carried 3-0.
