5:30 PM: Public Forum

The Chair opened the meeting at 5:30 pm. The Selectboard signed documents and reviewed the Consent Agenda.

5:45 PM: Ella Cademartori, Children’s Librarian

At 5:45pm, the Chair welcomed Ella Cademartori, Children’s Librarian to the meeting. Ms. Cademartori introduced herself and explained that the Trustees of the Library had requested that she attend a Selectboard meeting to provide an update on the library’s summer kick-off carnival on June 25th at Oak Park. Ms Cademartori asked the Selectboard members to consider visiting the Library’s booth and also to consider visiting the library to read to children on a Wednesday morning during story time. The Selectboard discussed the summer events and talked about other events that have been held in the past. At the conclusion of the conversation, the Chair thanked Ms. Cademartori for the update on the carnival and story time opportunities.

6:00 PM: Selectboard Work Session

At 5:58pm, the Chair requested a motion to accept the Consent Agenda. Selectman Bascom made a motion to accept, Selectman Parker seconded the motion. All three voted in favor.

At 6:30pm, the Selectboard discussed the part-time administrative position at the Town Office. At the conclusion of the discussion, the Board was of a consensus to post the position 3-0.

6:45 PM: Kent Vincent, Resident

At 6:45pm, the Board welcomed resident Kent Vincent to the meeting. Mr. Vincent stated that he has two items to discuss. The first is an issue with his mailbox and the second is the location of the porta-potty at Zephyr Lake. Mr. Vincent explained that his mailbox, which is located in the Right of Way across the street from his property, was hit during snow removal over the winter. He would like the town to repair/replace the mailbox post. The Board referred to the Snow & Ice Removal Policy posted on the website that the town instituted in 2003. The policy of the town is that

DAMAGE TO PRIVATE PROPERTY: It should be noted that the municipality isn’t held responsible for damage to private property that is located within the public right of way. The right of way (ROW) is often 50’ wide, and is often confused by property owners as their own property. In most cases, the ROW often extends 10 to 20 feet of either side of the paved or gravel road. Homeowners often cultivate extensions of their lawns, place mailboxes, erect fences or stonewalls in these areas, which improves the appearance of the street greatly, but is obstructive to good maintenance from being conducted on the roadway. In the event of personal property damage, the Town of Greenfield will only be responsible to repair or replace damaged property having been in actual contact with the snow removal equipment that is on private property and not within the public right­of­way.

Mr. Vincent stated that either the town or the post office is responsible so if the town is not taking responsibility then the town is saying that he should go to the post office for relief. Selectman Parker stated that the town and the Post Office (Federal Government) do not have any connection when it comes to the placement of mailboxes. Selectman Parker concluded the conversation by stating that the town’s policy is that property in the ROW is not the responsibility of the town to secure, and it may get damaged. It is therefore up to the homeowner to deal with repairs to their property when it has been installed in the right of way.

Mr. Vincent discussed the location of the porta-potty at Zephyr Lake with the Selectboard. The potty is currently installed in front of the large pine tree. The location of the potty was determined by the company because they are not able to drive their service delivery vehicle onto the beach due to the weight. The current location is the best location that the company could provide given those limitations. Mr. Vincent left the meeting.

7:30 PM: Selectboard Work Session

After the discussion with Mr. Vincent, the Board discussed whether it would be possible to build a platform that the truck can offload to. The Board requested that the company be contacted to determine if they can offload onto a platform further up the beach and closer to the paved area.

The Selectboard discussed their current approach to managing the town’s ordinances and regulations. The Administrator provided an overview of other communities’ use of a Selectmen’s handbook of regulations. Examples of the town’s ordinances that had been administered by Town Clerks in the past were provided.

There being no further business, the Board voted to adjourn.

At 8:05 pm, The Chair made a motion to adjourn the meeting; the motion was seconded by the Selectman Bascom. The motion carried 3-0.
