5:30 PM: Public Forum

The Chair opened the meeting at 5:30 pm. The Selectboard signed documents and reviewed the Consent Agenda. The Chair announced that the meeting with Seven Hills, originally noticed for this evening, will be held on May 18th.

5:45 PM: Selectboard Work Session

The Chair requested a motion to accept the Consent Agenda. Selectman Bascom made a motion to accept, Selectman Parker seconded the motion. All three voted in favor.

The Selectboard reviewed a quote for materials to build a roof over the handicap access to the Old Town Office / Police Station. In order to make the building accessible for handicap access a ramp has been installed to the side door of the building. This leads in to the hallway with the elevator. To protect the access against adverse weather and help keep it open in the winter, the access needs a roof to shed rain and snow. A brief discussion was held to determine that funds are available in the DPW Old Town Office building maintenance line. As such, Selectman Parker made a motion to accept the quote and authorize the work. Selectman Bascom seconded the motion. All in favor.

The Selectboard discussed the Recreation Director position that was posted in the paper. The advertisement period ends on May 15th. Two applications have been received to date. The Board requested that interview times be set with the applicants. The Board discussed their goals for the position and for the summer program.

The Selectboard discussed the list of items at the Meeting House that are owned by the Greenfield Congregational Covenant Church (GCCC). The Board requested a meeting with the leadership of the church organization.

6:30 PM: Leah Fiasconaro Conway, Welfare Director

At 6:45pm, the Chair welcomed Leah Fiasconaro Conway, Welfare Director, to the meeting. Director Fiascanaro Conway provided a presentation on the application paperwork that the town uses for applicants to the welfare department. The New Hampshire Welfare Association has updated their document resources and the Director would like the Board to review the updated documents and approve their adoption for use by the town. The list of documents is extensive and includes notices to landlords, employers, and medical providers along with updated budget worksheets, release forms, lien notice forms, guidelines for rental assistance, and an updated application. The Selectboard and the Welfare Director discussed the forms in detail, reviewed the current guidelines, and discussed recent rental guidance from the New Hampshire Office of Planning and Development. The Board made suggestions and asked the Director to work on the town’s guidelines once the documents presented were finalized. At the conclusion of the meeting, the Board approved the forms and adopted them on agreement by consensus.

7:30 PM: Selectboard Work Session (contd.)

The Selectboard discussed filling a clerical position at the Town Office. At the conclusion of the discussion the Board requested that job description(s) be forwarded to the board members for review.

At 7:50pm, Treasurer Katherine Heck stopped in to provide an update on the town’s cash flow and cash on hand. TD bank has updated its website and in the process, the Treasurer and Deputy Treasurer were unable to access the website for account information. The Treasurer compiled the information by hand at the bank. The town has funding for the month of May and a portion of June but must get the tax bills mailed out soon. The forecast for November is more problematic from a cashflow standpoint. Treasurer Heck suggested that spending in the second half of the year will require careful planning in order for the town to not have to resort to borrowing a tax anticipation note (TAN).

There being no further business, the Board voted to adjourn.

At 8:00 pm, The Chair made a motion to adjourn the meeting; the motion was seconded by the Selectman Bascom. The motion carried 3-0.
