5:30 PM: Public Forum

The Chair opened the meeting at 5:30 pm and noted that Jim Morris, DPW Director is in attendance. Director Morris outlined that the Capital Improvements Plan call for replacement of the gravel road grader in 2025. Speaking with salespeople, he has found that graders orders are two years out. The Board discussed whether it was prudent to put in an order for a grader with a municipal escape clause pending a vote at Town Meeting in March of 2025. At the conclusion of the discussion, the Board agreed to put in an order for a Cat 140 grader in hopes of having one available when its time to replace the current equipment.

The Selectboard signed documents and reviewed the Consent Agenda.

5:45 PM: Senator Denise Ricciardi

The Chair welcomed Senator Denise Ricciardi. Senator Ricciardi introduced herself and provided a brief background on how she came to the NH Senate. The Senator provided an overview of her legislative history, including with SB99 on the Meals and Rooms tax apportionment to municipalities. Senator Ricciardi is currently the Chair of the Transportation Committee. The Selectboard and Senator Ricciardi engaged in a conversation about the impact of the State of New Hampshire legislative process on small rural communities. Senator Ricciardi outlined her background in promoting volunteerism in Bedford and explained her role as an advocate for District 9. Senator Ricciardi suggested that the Selectboard choose a high-profile objective for her to advocate on behalf of for Greenfield. Senator Ricciardi encouraged the Selectboard to make use of her capacity as part of the Transportation Committee to focus on bridges, which have been the subject of past Selectboard discussions. At the conclusion of the meeting, Senator Ricciardi thanked the Selectboard for their time and expressed that Greenfield is a beautiful town with a wonderful town center.

6:30 PM: Wendy Drouin, Tax Collector

At 6:30pm, the Chair welcomed Wendy Drouin, Greenfield’s Tax Collector to the meeting. The Tax Collector provided an overview of the tax kiosk for the website. The Selectboard signed the contract with Avitar to provide web-based access to property tax cards and eventually to allow residents to pay their tax bills online. The Selectboard and Tax Collector discussed the lien process for 2023. Lien letters are mailing on May 10th. Tax bills will be readied on May 17th. The current status of outstanding taxes has improved considerably over the past few years. The Selectboard and Tax Collector discussed the cycle of tax collection activity relative to the town’s budget and cash flow.

7:15 PM: Selectboard Work Session

The Board approved the Consent Agenda on a motion by the Chair, and a second by Selectman Bascom, all in favor.

The Board discussed a number of items that Selectman Bascom brought forward:

  • The location of the porta-potty at Zephyr Lake
  • Crotched Mountain Foundation subdivision update
  • Brantwood Camp
  • Welfare Department office space
  • DPW asset management software
  • PB laptop on order
  • Town Fee Schedule
  • Fire Department truck registration
  • Wastewater system fees and new hook-up
  • Generator for Wastewater
  • Fire Alarm Policy

There being no further business, the Board voted to adjourn.

Adjournment

At 6:48 pm, The Chair made a motion to adjourn the meeting; the motion was seconded by the Selectman Bascom. The motion carried 3-0.
