Tuesday, October 8, 2019 – 1:00 PM

1:00 PM:  Selectboard Work Session

At 1:12 pm, Chair Charig Bliss opened the meeting. The Chair made a motion to enter into non-public session under RSA 91-A:3,II(e) to discuss a settlement offer from Eversource. The motion was seconded by Selectwoman Day. On a roll call vote the Selectboard voted 3-0 to enter into non-public session.

At 2:10 the Selectboard voted 3-0 on a motion by the Chair and a second by Selectman Marshall to enter into the public session. While in the public session, the Chair made a motion to seal the minutes. The motion was seconded by Selectman Marshall and passed on a vote of 3-0. It was noted for the minutes that the Selectboard has rejected the settlement offer from Eversource.

 

Next, the Selectboard took up a discussion of Old Business items from previous meetings. Selectman Marshall offered to present a list of issues that have come up for the Board to review.

The Selectboard heard that DPW Roads is interested in purchasing a trailer to haul equipment and materials. After some discussion the Selectboard stated their support for a new trailer sufficient in length to accommodate culvert materials (20’ lengths).

The Selectboard heard that the Railroad Crossing at Muzzy Hill Road is very rough.

The Selectboard discussed the need for a road sign at Forest and Peterborough Road and indicated that this should be forwarded to Todd Mason, DPW Manager for follow-up.

The Selectboard reviewed the No-Through Trucking public hearing. At the conclusion of the discussion the Board noted that there is a need to contact the towns of Peterborough and Bennington, and to have a conversation with the Greenfield police department.

The Selectboard took up a conversation about the Home Town Hero Banner program. At the conclusion of the discussion, the Board took up a motion by the Chair and a second by Selectwoman Day to deny the request to hang banners in Greenfield. The motion passed 3-0. The Selectboard deliberated and determined that having other veterans to honor would help the project be a success in the future. Selectman Marshall suggested that the town have a more formal location in town to memorialize Veterans’ sacrifice and to unify existing war memorials. The Board agreed that this made more sense than hanging banners on Main Street.

The Selectboard discussed providing supermarket coupons in advance of Thanksgiving to employees and volunteers. On a motion by Selectwoman Day and a second by the Chair, the Selectboard voted 3-0 to provide coupons. The list of employees and volunteers was not finalized and remained pending.

The Board discussed the Town of Greenfield Waste Dirt policy and agreed to have the request form include indemnification language for residents and property owners to sign as part of the policy.

At 3:00 pm The Chair made a motion to adjourn the meeting, the motion was seconded by Selectman Marshall, the motion carried 3-0.
