EMERGENCY MANAGEMENT RESPONSE TEAM (EMRT)

MEETING MINUTES 5/19/2020

 

Attendees:  Chief Rick McQuade, Chief David Hall, DEMD Karen Day, Chief Brian Giammarino & (Henry), EMD Martin, Health Officer Borden, DEMD Diane Boilard, GFA Coordinator Chris Borden.

Meeting opened at 12:15

Last Meeting Minutes were accepted as amended and approved.

  1. The opening discussion concerned an extremely critical email from Katherine Heck about the contents of our last flyer.  The team felt it unwarranted and baseless.  Each of the email’s talking points were refuted.  As an example, the email talks to current #’s of cases and deaths in Greenfield when the chart is clearly labeled “as of” 5/13/2020 and were cumulative #’s only.  Another point was the actual #’s of cases being disputed as Greenfield residents which was never stated.  Some of these cases and 1 death were people who lived in the Care facility and the remaining were quarantined there for 14 days.  Yes, it seems that “…Greenfield was indeed touched”. We hoped for the continued support from the Select Board on this matter.
  2. A motion was made and passed to wait a few weeks before engaging in creating another flyer.
  3. EMD Dave Martin mentioned that a form needed to be filled out by the volunteer fire and rescue personnel which was required as part of receiving the stipend.  This form was to acknowledge that the volunteers were available 24/7 during the COVID-19 pandemic and to be placed in the department’s file folders and kept for 3 years.  Dave was not able to find this form on-line, but Mike Borden said he would follow up and find it for the dept.
  4. Dave Martin reported on his interaction at the Select Board’s last meeting.  Dave gave the EMRT’s recommendations for reopening the town for business which the board had asked for at the previous meeting.  The board did not feel that these recommendations would work for them.  They asked Dave to help in planning the safety needs for the upcoming voting in Sept. and Nov.  Dave explained that this planning was in the Select Board’s purview not the EMRT.  A motion was made and passed that we, the EMRT, would wait for the Secretary of State’s decisions on this matter.
  5. Dave Martin received 3 dozen 8 oz. containers of hand sanitizer, not the gel type.  He left one in our meeting room at the library for meeting use and will distribute the rest as needed.
  6. Dave Martin talked with Rev. Dan about food donations from our stockpile.  The Rev. said that many people were individually donating food and at this time his supply was sufficient but would welcome hygiene items such as soap, T.P., paper towels etc. that the Association had purchased with encumbered funds.  He would like to join us at our next meeting.
  7. Chris Borden noted that meat prices were rising, and some meat products were not as available as they used to be.  Dave M asked her how much of the encumbered Association funds for the needy was left?  He then asked the team how much of this should we use to make another order from the Harveter Market for paper products and hygiene items?  The consensus was that he should use at least half of the remaining money.  He is also to advise the Select Board to stock up their supply of cleaning items, wipes, sanitizer etc. for the town’s use.
  8. Dave M got an email asking where our (EMRT) meeting minutes could be accessed.  Since we give our meeting minutes to the Select Board, our meeting minutes would be available as public documents through them.
  9. Diane B reported on the discussion with the Library Trustees and the Library Director on use of the Library’s computers through requests from the Welfare Dept.  Dave Bridgewater has created a protocol for safe usage within the building that it would be by appointment only for their access to unemployment accounts, job searches, and other survival needs.  Dave M will let the Welfare dept. know of this development.
  10. Health Officer Borden worked with Jesse from the Harvester market on how many people could legally be in the store at any given time.  The calculations came to 30 people including employees.  He discussed the safety precautions she needed to employ with her employees.  He will print out the … 2.0 order for limited reopening for Jesse.  He is also in the process of working with the Hungry Goat Eatery.
  11. It has been noticed that the Greenfield State Park has contractors doing the maintenance to reopen the park ahead of the Memorial Day Weekend.  Chief Brian will speak with the State Park personnel on the park’s availability and usage (beach?).
  12. Chief McQuade and Chief Brian to speak with the town office on needed signage for restricted areas and for town beaches.
  1. Stipend rosters were submitted for the Fire and Rescue and for the Police depts to the town office.
