EMERGENCY MANAGEMENT RESPONSE TEAM (EMRT)

MEETING MINUTES 5/5/2020

 

Attendees:  Chief Rick McQuade, Chief David Hall, DEMD Karen Day, Chief Brian Giammarino & (Henry), EMD Martin, Health Officer Borden, DEMD Diane Boilard, GFA Coordinator Chris Borden.

Guest:  Jess from the Harvester Market

Meeting opened at 12:28

Last Meeting Minutes were accepted and approved.

  1. A discussion on the various FEMA, CARE and other government money for 1st responders.  It may be a good idea to bring the Select Board into the discussion on how this money(grants) may be realized.  There are different benefits dependent on the category of employees and volunteer 1st responders.
  2. A discussion concerning the Recycling Center’s precautions in how they do business ended with EMD Martin bringing it up again to the Select Board to ensure he uses safety procedures and only accepts bagged trash with no recycling.
  3. The hiking trails season has begun with over 50 cars parked at one trail on mountain road.  There was concern that so many people might be in danger of contamination and not adhering to the required social distancing.  After much discussion, the consensus seems to be that the need to get out and exercise in fresh air outweighed other considerations.
  4. Governor Sununu’s E.O. continued the stay at home requirement to May 31.
  5. On the Select Board’s concern on  reopening the town’s government, we would recommend doing this slowly and in small increments such as having the town employees begin full time operation but ensuring social distancing and having clean hygiene procedures in place without allowing the public access to the building as a beginning.
  6. Health Officer Borden made a motion to cancel any social gatherings till further notice.  Motion passed.
  7. We discussed different statistics concerning COVID-19 such as the USA has 4% of the world population but 27% of the COVID-19 deaths…. Diane passed out a sheet with some stats from 5/4 on COVID-19
    1. Global positive cases numbered   3,000,000+        deaths were   252,000+       8.4%
    2. USA positive cases numbered         1,151,372        deaths were      67,456        5.9%
    3. NH positive cases numbered                   2,588        deaths were             88         3.4%
    4. Hillsborough county cases #ed                1,058        deaths were             42         4.0%
    5. Greenfield cases numbered                          15         deaths were               1         6.7%
    6. In comparison, Swine flu (2009-2010) Global CDC estimated 151,700-575,400 worldwide deaths                                                                                    Swine Flu (2009-2010) USA cases  60,800,000        deaths were     12,469        0.02%**
  8. In our next mailer we feel that the Greenfield population would do well to understand the relationship of how these facts relate to them.  Giving straight facts may be a possible way to enlighten some to the magnitude of the issue.  The mailer should be a reality check.
  9. The virus is now giving out more and different complications such as Kawasaki syndrome in 15 children.
  10. The team invited Jess to give us what was planned for the influx of camper population and how the Harvester Market would handle it.  She said that all her employees would be wearing face covering.  The team asked if she (and her boss) would consider requiring her customers to wear face covering and that we could provide her with up to 900 paper masks.  A discussion on how this would work ended with Jess saying she would discuss this with her boss.  Mike Borden was asked to help do the math on how many customers and employees could be in the store at a given time per the Gov. EO.  They will get together and do the measuring and math.
  11. Dave Martin reminded Jess that collecting the cost difference on the food she was providing the town at cost, would enable this to be used for a tax deduction for the store.
