Conservation Commission Minutes

Attendees:         Neal Brown, Karen Day, Roger Lessard, Janet Renaud

This special meeting was called to discuss the application submitted for Lot R1-29 at 295 Sawmill Road, a proposed storage unit facility.  The meeting was called to order once a quorum was present at 6:25 pm by Chair Roger Lessard.

  •  The concerns are:
    • The proximity to the stream and the need for the retaining wall – even bigger, if possible, and that the proposed culvert should be bigger
    • The location of the facility within the Groundwater Protection District and the uncontrolled nature of the potential contents of the storage unit, even though storage units are not specifically prohibited in the district.
  • Carol is drafting a document to submit to the Planning Board, but was unable to make tonight’s meeting; she called Roger during the meeting and confirmed that she will have a draft by Monday Feb. 26th (and aims to circulate it to GCC members via e-mail before then).
  • The group agreed to meet once more on Monday, February 26th at 6:00 PM in the upstairs meeting room at the T.O.B.; Roger will have this additional meeting publicly posted.  The goal is to have a quorum and vote on the document before the public hearing resumes at 6:30 PM. during the P.B. meeting in the downstairs meeting room, where the document will be submitted to the P.B.
  • Janet agreed to contact the Wetlands Bureau to confirm that the procedure is still the same:
    • Engineer submits a “minor impact” permit to the Conservation Commission
    • If GCC does not sign, it reverts to a Standard Dredge and Fill
    • GCC must write a letter to NHDES stating concerns
  • The group discussed the possibility of asking the ZBA for a re-hearing; however, it was determined that this would not change the vote, even in light of the subsequent info provided by Meridian Land Services (P.B.’s consultant)
