Meeting Minutes
June 12, 2007
Board convenes at 7:30pm with Chairman Gryval, members Phelps, O’Connell, Pettigrew and alternate Sanford,
At 8:00 pm John Gryval opens hearing 07-4 for Charles Roberson of Greenfield requesting a variance from Section III.C.3 of the Greenfield Zoning Ordinance.
John explains the proceeding to the applicant and audience, and also asks if proper notification was performed, Kevin replies notification was sent to abutters, posted in the town offices and post office, and the hearing was properly noticed in the Monadnock Ledger-transcript. John then passes out the attendee signup sheet, Mr. Roberson and Mr. Vincent; an abutter sign in.
John presents the bill for the hearing to Mr. Roberson, who explains he’ll pay it at the town tomorrow.
John requests and Mr. Roberson proceeds to tell the board he’s planning to put in a garage at the end of his driveway, but was denied a building permit because it would be too close to the lots borders. Mr. Roberson then explains the configuration of the lot, it’s approximate dimensions, and why he chose the proposed location.
John asks how big the lot is; Mr. Roberson replies seven tenths of an acre.
John explains the zoning ordinance and the reduction of setback clause.
Craig asks of the garage to house distances and if the garage can be placed anywhere else on the lot that would allow it to be in compliance with the setbacks.
Mr. Roberson states that on the right side of the house the lot drops off.
Dale states it seems the Hagarty ‘s have no problem with it.
Mr. Vincent, an abutter, states his support for granting Mr. Roberson a variance
Craig asks where the septic is, Mr. Roberson replies in back, the wells in front.
Mr. Vincent states he’s in favor of a variance, and states the district is comprised of small lots.
John replies we can’t take the granting of a variance lightly. We need to take a look, it need to be a little more definitive.
Craig replies what we need is to see the lot line; it could be a gray area.
Roger states we need a plot plan, it’s required.
Mr. Roberson states the reason he’s asking for an approximate setback variance is so he can safely be within it.
The board continues to talk of lot dimensions and setback distances, without firm dimensions from the applicant.
Mr. Vincent asks about the survey, what it would entail.
John replies we need a certified plot plan to go from here. Roger agrees stating people overlook the need for one.
Mr. Roberson asks the board for direction on how to proceed.
John replies with a plan with all the features on it, the lot lines, house, garage location, well, septic, etc.
Craig replies,” We have to make sure that’s the only place it can go.”
John asks for possible dates to continue the hearing, the board replies that June 26 is OK.
Roger motions to adjourn the Public Hearing until June 26 at 8:00 p.m. to allow the applicant to gather more information , layout, structures, etc, to present his case.
Motion carries unanimously.
Board discusses a new possible meeting night, and decides to hold off the decision until next meeting.
Board goes over minutes for Feb 6,and Feb 13, 2007.
Craig motions to accept the minutes as printed.
John seconds, and the motion carried.
Motion by Roger to close meeting, motion seconded and carried.
