Members Present
Members in attendance where:  Adams, Carrara, Fletcher, Halper, Morris, O’Connell and Alternate Steere.

Start of Meeting
The meeting was brought to order at 7:03 pm. Chairman Carrara designated alternate Steere to take member Borden’s place. Carrara opened the meeting for review and discussion of the Capital Improvement Plan (CIP) and outlined the process.

CIP Presentation by Member Halper
The purpose of CIP presentation was to review the material developed from discussions with the various department heads and members of the Planning Board. Halper described how the process worked last year.  Discussion of topics:

One purpose of the CIP and to develop ways to flatten expenses over time.
Reviewed listing of CIP items and discussed priority system.
Displayed & discussed spreadsheet layout and inflation & interest factors.
Discussion of Library items - paving & roof on CIP – members of the Library Trustees asked questions and provided input.
Police Department items – similar to last year – discussed spacing of purchases to reduce overlap on police cruisers costs.
Recycling Center – skid-steer, storage & paving.
Town offices - options for providing needed facilities.
Fire Department – fire truck & tankers.
Town Clerk – space and fireproof records storage.
Tax Collector – not much.
Administration – several items with a number of building related items.
Parks & Recreation – a number of items through outside funding & grants.
DPW – a number of items requiring further discussion.

Other than the item by item discussion, some questions were asked on how the public is made aware of the CIP process and how can the process get more public input.  Several ideas were discussed.

CIP presentation ended at 9:40 PM. A brief discussion of driveway permitting with further discussion set for the next meeting.

Motion made at 9:53 PM to adjourn, seconded, all in favor.
